WASHINGTON, D.C. (September 18, 2026) – National Performance Specialists (NPS), an independent allied health certification agency, today announced that Brandon Oxendine has been named President of the company. Oxendine, who previously served as NPS Vice President and Chief Technology Officer (CTO), brings more than seven years of leadership experience working within allied health certification organizations developing technology platforms that support their operations.
Oxendine joined the certification industry in 2019 as Vice President and CTO of National Phlebotomy Solutions and subsequently the same role with the American Society of EKG Technicians (ASET). Following the merger of the two organizations into NPS, he helped develop the technology infrastructure supporting its expanding portfolio of allied health certification programs. His experience spans certification platforms, learning management systems (LMS), candidate registration, eCommerce, customer relationship management, and other systems used to deliver and administer certifications.
At NPS, Oxendine has worked across technology, product development, operations, and business strategy, giving him a broad understanding of the systems behind certification and the allied health professionals they serve. He led the development of NPS’s technology platform and proprietary LMS while also directing the integration of certification processing workflows and systems.
As President, Oxendine will lead NPS’s strategic direction as the organization expands its certification programs and digital services. His experience will inform the company’s continued development of accessible, flexible solutions for certification candidates, educators, training organizations, and other stakeholders.

As we enter this next growth phase, we will continue to expand our certification programs while using technology to make the certification process more accessible and responsive to the professionals and organizations we support.”
Prior to his work with certification agencies, Oxendine founded BOx Digital, a technology consulting firm specializing in digital platform development, learning management, eCommerce, and membership websites. He also held leadership positions including director of technology and director of information systems.
